Fire, poppy seeds and hogweed: what summer residents are fined for in 2020

Fire in the wrong place

One of the most common violations is non-compliance with fire safety requirements. Leaves, branches and other plant debris can only be destroyed in places designated for these purposes. In addition, they must be equipped.

Open fire is allowed at a distance of at least 50 m from the living quarters. To do this, a hole should be dug, the depth of which should be at least 30 cm. And within a radius of 10 m from it, all flammable materials should be removed.

If you plan to incinerate garbage in a barrel, the distance to the house can be reduced to 25 m. The container should be supplemented with a metal sheet used as a lid.

To prepare culinary delights, it is also necessary to have a territory equipped for this event.

If at least one violation is detected, the site owner will receive a warning. But repeated failure to comply with the prescription will result in a fine of up to 3000 rubles.

Buildings too close

Failure to comply with urban planning norms can also result in a fine. Since 2020, the following norms have been introduced:

• the distance between living quarters built of non-combustible materials must be at least 6 m;
• from the fence to the country house there must be at least 3 m of free space;
• outbuildings should be located at a distance of 1 m from the living quarters;
• it is recommended to place the restroom 12 m from the house and 8 from the source of drinking water;
• it is prohibited to block access to a lake, pond or river.

Failure to comply with construction norms will impose penalties on violators in the amount of 5,000 rubles. Restricting access to water resources is punishable by a fine in the amount of a percentage of the cadastral value of the entire site, but not less than 5,000 rubles.

Hogweed on the site

Responsible summer residents clean their land plots from plant debris without additional reminders. But they should also remember that increased attention must be paid to the destruction of a dangerous poisonous plant - hogweed.

Therefore, it is necessary to suppress the spread of hogweed on the site, in a timely manner destroying it. On the territory of several regions, including the Leningrad and Moscow regions, for a deliberate failure to take appropriate actions, you can get a fine of up to 5,000 rubles.

Unauthorized buildings

Another favorite pastime of summer residents is the construction of illegal buildings on a land plot. For example, you can get a fine for an unauthorized greenhouse. But you can only earn financial punishment if such a structure is equipped with a foundation and communications. Such characteristics automatically translate the greenhouse into the category of capital buildings, which are legally subject to property tax.

Capital buildings, however, may cause a fine, the amount of which is calculated in the amount of 1% of the cadastral value of the site, but not less than 10,000 rubles. The building itself will be subject to demolition at the expense of the owner.

Selling your harvest

In this situation, the key phrase is “for sale”. Planting potatoes for yourself is a legal action. But the cultivation of a vegetable with the subsequent sale can be equated to a violation of the rules of production, procurement, processing, storage, sale and use of seeds of agricultural plants.

But their own harvest of past years is not suitable for these purposes. You can get a fine of up to 5,000 rubles.

Forbidden plants

In addition to non-compliance with building standards and ignoring fire safety rules, fines for the owners of suburban areas can be brought by planting plants that are illegal on the territory of the Russian Federation.

For example, ephedra, oriental poppy and blue lotus found in a summer cottage can be fined up to 2,000 rubles. If it is not a separately growing green unit, but a large area planted with prohibited representatives of the flora, you can incur criminal punishment.
